About us

It unites 8 district councils of veterans and more than 700 primary veterans' organizations, with a total of more than 260,000 older people.

Among the veterans are

• participants in the Great Patriotic War (GPW) - 26
• wartime home front workers - 4496
• victims of political repression - 2640
• survivors of the Siege of Leningrad - 17
• former concentration camp prisoners - 12
• pensioners with special services to the Republic of Kazakhstan (RK) - 35

Objectives of the Almaty City Council of Veterans

• Ensuring decent social and living conditions for veterans and protecting their rights and freedoms
• Improving material and housing conditions, as well as cultural, everyday, medical and other services
• Involving veterans in educational work with young people, fostering patriotism and respect for the traditions of military and labour glory of the older generations
• Participating in the organization and holding of events to perpetuate the memory of the defenders of the Fatherland through the creation of museums, monuments and memorials
• Promoting interethnic and interfaith harmony and stability in society
• Organizing and participating in elections to central and local executive and representative bodies

Structure and governance

The supreme governing body is the conference, which is held at least once every five years. Plenary meetings are held as necessary, but at least once a year. Between plenary meetings, the acting body is the Presidium, which meets at least once every three months.

The first organizational conference took place in February 1987.

Chairmen of the Almaty City Council of Veterans

1. Ilyashev Rymbek Ilyashevich 1987–1991

   The first Chairman; previously served as Chairman of the Alma-Ata City Executive Committee and First Secretary of the Alma-Ata Regional Party Committee. Twice elected deputy of the Supreme Soviet of the Kazakh SSR, holder of numerous orders and medals.

2. Sergazin Seidakhmet Sergaziyevich 1991–2000

   Hero of Socialist Labour, veteran of the Great Patriotic War, awarded orders and medals of the Republic of Kazakhstan.

3. Shalov Anatoly Fedorovich 2000–2003

   Veteran of the Great Patriotic War, Secretary of the Dzhambul Regional Party Committee, deputy of the Supreme Council of the RK.

4. Shaikhutdinov Yerengaip Malikovich 2003–2019

   Doctor of Chemical Sciences, Academician of the National Academy of Sciences of the RK, Honoured Scientist of the Kazakh SSR, Rector of the Kazakh National Technical University.

5. Bizhanov Akhan Khusainovich 2020 to present

   Doctor of Political Sciences, Academician of the Kazakhstan National Academy of Natural Sciences. Held various state and party posts, including Chairman of the Central Committee of the People's Unity Party of Kazakhstan and Director of the Institute of Philosophy, Political Science and Religious Studies of the Science Committee of the Ministry of Education and Science of the RK. Awarded the orders “Kurmet”, “Parasat”, “Barys” and medals.

Activities of the Council

The Almaty City Council of Veterans works actively to preserve historical memory, support veterans and instil in young people respect for historical traditions. An important aspect of its work is participation in the country's socio-political processes, promotion of interethnic and interfaith harmony, and strengthening of social stability.
